In order to thoroughly document the efforts made by philanthropic organisations, Fondazione Compagnia di San Paolo carried out a survey of Climate City Contracts (CCCs) published on the NetZeroCities platform, offering a comprehensive overview of the actions being implemented.
The report is divided into two main sections: The first section analyses the actions outlined in the CCCs, strategic agreements signed by 38 foundations that define the commitments of cities and other stakeholders involved in the journey towards climate neutrality. The second section expands the analysis to include other European philanthropic foundations which, although not mentioned in the CCCs, are playing a crucial role in advancing climate neutrality goals.
In total, the report documents the efforts of 58 foundations operating in 22 European cities that are signatories to the agreements, along with 16 foundations that support related initiatives. The analysis emphasises various models of collaboration, preferred areas of intervention and funding strategies adopted to accelerate the transition to climate neutrality.
From this perspective, Fondazione Compagnia di San Paolo’s engagement in the urban transition toward climate neutrality forms part of a broader, more structured institutional vision. The involvement of Fondazione Compagnia di San Paolo’s Secretary General, Alberto Anfossi, as a member of the Mission Board for Climate-Neutral and Smart Cities, underscores the organisation’s active and strategic role in this ambitious European mission.
An involvement which reflects the priority that Fondazione Compagnia di San Paolo places on addressing climate change, recognised in its 2025-2028 Multi-Year Planning Document as one of the four critical megatrends affecting the regions in which it operates. Within this planning document, Fondazione Compagnia di San Paolo adopts a strategic approach based on four cross-cutting methodologies, with the concept of Learning being central. This is understood as the ability to systematically learn from experience through data analysis and collaboration with various stakeholders, aiming to identify and promote scalable, impactful models.
