The report examines the project’s impact on employment outcomes, considering access to the labour market in the short term, as well as the stability of results and their sustainability over time. The counterfactual impact evaluation – conducted by the association for the development of evaluation and analysis of public policies ASVAPP – makes it possible to compare the outcomes of young people who took part in the programme with those of a group of young people with comparable characteristics who did not benefit from it.
The study analyses a sample of 5,973 unemployed young people supported by the project between January 2017 and June 2024, combining data from the Articolo+1 management system with data from the Piedmont employment information system SILP. Using the Propensity Score Matching methodology, participants were compared with a control group of approximately 39,000 unemployed young people registered with the Employment Centres of the Metropolitan City of Turin.
Articolo+1 is a support model that brings together vocational training, employment services and socio-educational support through a multidisciplinary approach, direct engagement with businesses and a pay-by-results funding mechanism. The project targets young people who are, on average, further removed from the labour market than those accessing mainstream services, with lower levels of education, fragmented work histories and personal or family circumstances that make them particularly vulnerable.
Between 2017 and 2023, 5,796 young people received support through the project, 40% of whom were classified as having low employability. Over the same period, the project mobilised a total of 11.3 million euros and contributed to the creation of 2,048 employment contracts.
The evaluation results show that the programme has a positive impact within the first few months. Within 12 months of joining the programme, around half of the participants had undertaken a work placement, a difference of 18 percentage points compared with the control group. Over the same period, 66% of young people had entered employment, an increase of 13 percentage points compared with the control group. In three out of four cases, this involved contracts lasting at least four months, a difference of 10 percentage points compared with the control group.
The project’s impact extends beyond the short term. At 12 months after joining the programme, the participants’ employment rate reached 56%, 12 percentage points higher than that of the control group. At 24 months, this figure rose to 63%, maintaining a difference of 11 percentage points. The positive impact also remains statistically significant in the long term, up to six years after joining the programme, when the difference compared with the control group stands at 6 percentage points.
The analysis also highlights differences between beneficiary groups. In particular, the estimated impact is more pronounced among young people from migrant backgrounds, who account for approximately a quarter of participants. After 12 months, the rate of entry into employment was 20 percentage points higher and the employment rate 19 percentage points higher than in the comparison group.
This finding helps highlight the project’s role in reaching young people who may face greater barriers to entering the labour market.
