1. The examination of the projects and other forms of intervention is performed under the responsibility of the Secretary-General by the Compagnia offices which, for issues of respective competence, may use the services of the organisations referred to in article 4, sub-section 1, letter b) and the consultancy services of experts referred to in article 8, sub-section 3. In particular, the Compagnia offices, once they have ascertained the requisites referred to in article 5, sub-section 1, proceed with a merit and comparative evaluation of the proposal in question:
- the merit evaluation is aimed at verifying mainly internal coherence, including financial, of the initiative and consistency with the Compagnia's planning guidelines, and its general compatibility with the resources allocated in the year for the relative sector or the reference programme,
- the comparative evaluation is aimed at formulating, within each sector and the reference programmes, a scale of priorities among the initiatives that have passed the preceding evaluation, taking into account, in particular, their features of originality, transferability and the result in terms of the tangible and/or intangible benefits that the project could bring about also in relation to its own costs.
2. The Compagnia offices shall send an acknowledgement of receipt to applicants, normally to be sent within 30 days of receiving the proposal. Within four months from such letter of acknowledgment, with the exception when the offices are still awaiting any further documentation required for the examination of the application, the offices shall send a communication to the applicants indicating the hypothesised overall times for the completion of the examination. These provisions shall not apply to calls for applications, programmes and other activities for which there are specific time rules.
3. Institutional support interventions in favour of external operators, in any case selected on the basis of the criteria of this article and their importance in the sector and in the geographical area in which they operate, will be subject to further criteria identified by the Management Committee and communicated to the Consiglio Generale, respecting the following principles: identification of maximum limits (in absolute values and/or for their incidence on the sectors) for this type of intervention, specific reporting and monitoring rules, rotation rules that foster the search for self-sufficiency and comparison between operators.
